Sour Cream 'n' Chive potatoes

5 1/2 pounds potatoes, peeled and cubed
3 tbsp salt, divided
1 c. sour cream
1/2 c. milk
1/4 c. butter
1/4 c. chives
1 tsp pepper

Mash potatoes. Add remaining ingredients.
